Obviously, the other players voted for him.
I don't much care for individual awards in a team sport TBH - as RvP said in his "thankyou" speech he owes his goals to the assists from his team-mates (e.g. Theo Walcott) - he certainly couldn't score them alone. Good luck to RvP but, as I say I don't much see the point. There are one or two individuals who've probably deserved awards - the likes of Georgie Best, Dennis Bergkamp, Thierry Henry, a goalkeeper or two - even Cristiano-effin-Ronaldo (all his efforts are individual - he tries 20 shots per match and one or two come off as the goals of a genius) but for me it's a team-game.
